im new player for nf. 

how much level sailor have to convert to operator? because i want to delay ss operator's

converting.

does in this timing sailor convert to operator lastest ? when sailor is level 12.

You must choose a nation by 25 and after that, you can class to bridge officer at anytime.  Except for SS and CV, it is recommended that you class to a bridge officer at 12 to ensure you don't have trouble with your guidelines/marking shells at CA and lower BB levels.
