Exactly.
One way of using this system is like this. (there are other ways, just be creative)
With the first BO. I level up my main gunners, scout and all my Engys as supports.
With the second BO. I bring up all my Reps to the same level as the engys and 1st BO, using my same scout and same main gunners.
If the nation uses AA, then this can change slightly as I will grow some levels through AAing instead of using the main gunners.
Restult of this. You have 2 BOs running on different lines (thus having more ships), with main gunners and scout way above your BOs. And all Engys and Reps at the same level as your BOs and Ships (thus getting more exp and more performance).
Thats the reason people use 2 BOs.
The only dissadvantage is that it will take more time to get to higher level ships. But that is highly compensated by the fact that you will reach them with a perfect crew.
