To the best of my knowledge all subs speed cap the same. IJN has the extra support slot and thereby allows for an extra engineer.
As for the OPs speed, other players maybe using reduced weight torper (these things cap round 55-60 no need to be full crew. Some people do not use full recruits on sonar as the difference between the different sight ranges (according to adalberts guide) is fairly large.

A seaman is not going to boost your engineers abilities much, certainly not as much as another engineer. The largest difference is how the game views engineers. To my knowledge the game does not recognize the seaman as an additional engineer but still applies the small boost to the other engineers. In essence reducing the loss in average ability by dividing by 2 instead of 3.
