you can gift olives and the recipient can do whatever he wants with them. Just go to NF store, Olive store, and gift on the left.

otherwise, for other items, you can trade elites (calssed and lvl12), you can trade sailors and BVE them for someone, or you can trade ships mounted with PHH and mines.  

I wish someone traded me a ship with mines, they are hard to come by these days.
