When they give up the harbor, and technically lose the defense, they will go down in the rankings.  This is a good system.  I even remember when BAMF was at the top for a week.  I didn't hear anyone complaining then.

With a perfect record, how would they not be first? Any fleet that assaults a single harbor and hasn't yet defended will always have a perfect score. You know how percentages work, don't you?

Not quite - its designed to be unsustainable, even if weeks pass without battles or with wins its innevitable that you will fall in points, to maintain high status you must be active and successful but even that wont keep you at the top because the more successful you are the less relevant your victories will become and so the more you will struggle to stay at the top and so on.
