No, you lose them on aircraft. So if you have them on scouts, every time you lose a scout you lose a mine.
So you have to scout to lose them?, .....ahhh.... no wonder people have so many.... =)
My scouts usually come back ;)

No. You lose them when you sell the mine launcher when there are still mines equipped. It's no different from PHH. That is why you have to manual unload all the ammo before selling the launchers.

Turn off autoresupply while you have mines loaded on your ship. If you sink and have 0 mines on your ship in the shipyard then you are right.

Mines that are loaded on a ship for a battle and are not used on said battle are automatically lost. Regardless if you used 10 of 12 or none of 12, you still loose all 12 mines.
