Hi,

What kind of sailors are necessary to utilize the torpedos on submarines?

Do I just need plain gunners?

I must make a note about this... is an interesting question and not so evident (like some can think)
KM is an exception in this topic

ALL official info about (fixed) Weapon you can use in KM's Submarines are:

Mine Silo 37 Hvy Torp/Gunner
21" G7a T1 S Launcher 37 Hvy Torp/Gunner
21" G7e T2 S Launcher 59 Hvy Torp
21" G7e T4 S Launcher 80 Hvy Torp (have you note this??? It seems SS5-6 torpedo launchers to me...)
3.46"/45 SK C/35 S 45 Heavy
20mm Flak 38 U 74 Huge
37mm Flak 43 U 74 Huge (??)

To this point the official web information but... the real ingame thing is:

for subs ... crew priorities are .....

BO >> TORP(pr) >> PLANES >> SONAR >> ENG >> SEAMAN or REP >> ? RES ?

the BO and TORPEDO pair MUST be at or above SS level (gunners too - if used) ..... can't sail unless
sonarman, planesman, and other supports *should* be above SS level .. but are not *required* to be

gunners on subs are controversal .. some use them .. most don't ..
many use the gunner slots for a seaman and repairer (or rep + res) ..
(*note : sonar, planes. and engr .. only work in the top support slots)
be aware that the KM SS4 U-flak actually does NEED a pair of gunners tho

Sub crew for KM, easy plan. Run two set up's.

SS4 - With out guns
(1) BO
(1) Planesman
(1) Sonarman
(1) Engy
(2) Torpedoman
(2) Reps

SS4 - With guns
(1) BO
(1) Planesman
(1) Sonarman
(1) Engy
(2) Torpedoman
(2) Gunners

Now you can try both sides of the set ups. Both have pro's and con's.
