i think 0.2 belt reduces torp damage by 35% not half.

0.2 Belt does reduce torpedo damage by about 40%( from memory).

So, 0.2 belt gives you a 50% reduction of torp damage.
About 0.2 deck, ya, we tested it too, and does nothing. You need aberrant amounts of decksfor bouncing bombs. We didn't find any "magical" for value for "magical reduction" like it happens with belt.
