yes. if you right click on the sailor to change stat page view to ability, any sailor with Naval Gun (order goes Naval Gun, Gun, Huge Gun, Heavy gun, et al) lit up can use HH as long as they are above HH level.
on a side note i like using ijn DP gunners on HH cause of the increased reload time compared to normal gunner. and also HH can be mounted on R or T slots where DC can only be mounted on T slots. nice little trick is HH on R. fire at sub and sub may crit dive to avoid HH while you move in close free of being torped by it to lay a spread of DC from T slots. and HH take 5 seconds after hitting the water
