Ingame takes about 2 humans of either recruits, experts, or veterans to equal 1 ton. 1metric ton is 1000kilograms or 2204lbs. That means that the ingame crew members weight about 1100lbs or 500kilograms.

With the average of 200lbs or 90kilograms for a real human male, it would take 11human to equal 1 ton. Shouldnt somebody fix this?

Cost really has nothing to do with it.  There are only some ships worth armoring ~ and the reduced weight will most likely lead to some people adding armor.  Others will take the opportunity to add crew or speed and whatever "balance" that was left in the game dies.  There were patches in the past that tinkered with weight in order to prevent or allow ships to have certain set ups etc.

So reducing weight on sailors will lead to every ship needing to be re-adjusted.  It's not worth it is it?
