The rookie pilots aswell as their precedental (Special Force) class for the CV are the same as sonar/engis/reps/gunners - they can be any level bellow the CV.

@pinza
The rule of 14+ applyes only at specified class of planes wich CV must have aboard - F/B/A.

your level 41 pilot says Torpedo Bomber not rookie that is why he is classed as a bomber not scout type

The message's "aircraft sailor" only covers fighter and bomber classed sailors. That's SDE-English for you...

eeeh nooo

cover rookie too

1. Rookie Pilot
 - Rookie Pilots can operate Scout Planes.
 - Available at level 25 on a Special Force sailor
 - Recommended to have high stat in Aircraft
2. Fighter Pilot
 - Fighter Pilot is a class after the Rookie Pilot and is able to use Fighter Planes.
 - Recommended to have high stat in Fighter
 * WARNING : A Fighter Pilot CANNOT operate a Scout Plane once they become Fighter Pilot!

But breaks the rule of 14 levels
