sort of the same problem I had to gift the olives and send them to myself to get them. and i got charged $5 when i used the charge section and didn't get the olives for it. so either way i only got 400/500 olives i bought. and it wont let me send in a ticket.

I can not send a support ticket either

All other tickets (at least for me) except for the payment ticket submission appear to be working... if you can, send a ticket to General Questions instead, stating you have a payment issue - that's what I've done.

I have reported this to the GM's and will update as I hear back

Try changing the subject. Try camel casing the subject or name it something else. Length, # words or capitals dosen't seem to make a difference. It just seems some strings cause errors. (A 404 error for me)

Post the subject you were trying to send and maybe the tech guys can find a trend.
