I had this problem when I briefly had IJN DBs on my Mogami on the way to Kongo.
It took me a long, long time to fine tune using them and I had EXACCTLY the same frustrations as you.
the only difference is I was only trying auto, because manual looked far too hard. After I got the hand of it Auto was absolutely fine for me.
My only tip is don't spam. target with right click and be patient. While you hear a lot about the advantages of dropping bombs at certain points in the dive path, I think there is a "Sweet spot" for release. If you spam it does nothing. Once they are diving, RIGHT CLICK ONCE AND ONLY ONCE, ON THE MIDDLE OF YOUR TARGET, quickly, and without accidentally moving the mouse while doing it. make sure you are clicking inside your target's hitbox or it won't work!!!
This worked for me after a lot of trials I found the right time to right click for release. I'm afraid thats all the help I can offer but be patient and work on it. I say again DONT SPAM it basically overrides the command and they do nothing.
