I believe the Planesman ability is capped like the Engineer top speed ability. You get it sooner with more ability but the ship itself is capped.

Vets effect the Over Heat time with Engineers. I think massive Vet counts recharge air faster. I have hot tested vet count with them but it would make sense.

These X sailors and Santa's are great for anything not capped.
