If you use a decent lvl 120 ENG on it, you still go 40 KNTs
i would recommend to cut your gunners down to the caps (2mil acc 3mil rep ability) This either allows u to run 28/40knots instead of 27/40knots and still use 0.2belt which reduces torp dmg by 50% which can be pretty handy. the rep/rest gunners add is mostly unimportant. I even cut down all my gunners to the cap because somtimes this allows u to use a bit more bulge on bbs or be able to use cls/dds with low displacement
