Also depends on the rest of your crew. Actually every sailor contributes to repair rate. So if you have decently vetted engineers and BO with very high base growth in repair I guess you could do it with 4 highly vetted elite repairers. But to be honest, that's not really worth it. Personally I wouldn't sacrifice overheat time for that.
