hmmmm made me ponder so a boost gives 20% and if you have a boosted sailoir from a other nation he is kindof working 100% right?
I think the penalty is higher than 20%.
but i'm not sure about it.
the game was meant for it to be 50% for axis on other axis (aka IJN on KM or UK on US) and 0% for UK on KM or IJN on US however it is more like 60-70% for Axis on Axis or Allies on Allies ships while Allies on Axis still have around 20% ability... My numbers might be a bit of Give or take 5%
