If every single player has lag issues it would most likely be with the SDE/NF servers. However, since a good portion but not every single person is having the issue the most probable cause is that the hops people take to reach the NF servers is the problem.
One of the hops that people take to eventually reach the NF servers is having a major problem. While my packet loss is not as bad, there are many other people with lots of packet loss. It seems like the server is having some major issues in which a simple hardware fix did not address this issue. What they should do is temporarily bring down the server and reboot the server. Diagnose exactly which machine is causing the issue and replacing it. It seems like they didn't fix the proper machine or only fixed a minor problem which did not do much for most of us.
Lag is not due to hardware on our side ( user side ).

This comp does not lag on any other game due to hardware. Any lag that I get is due to internet connection or server side. ( Using Verizon 15Mb up and 5Mb down )
