I want to buff my Frigate and able to one on one and have a fair chance of winning with other FF and maybe some DD's

what FF and what set-up with the combination of speed and firepower?

The turtle is now considered a unique ship like the rentals, so you cannot trade it.


So you can't trade rentals or the turtle ship but what about EBB like the New York?
