Anything in the game is fair.  It's in the game, you may choose not to use it, others may choose to. You may be a better player, they may suck out loud.  I say we have skills testing prior to entering the battle area and that way it can be an exclusive server for the twelve or so guys dumb enough to run their mouths like the OP. 

Smoke is used by bad players to give them a chance against skilled players.  If you're ok with needing smoke to fight me... more power to you.  Don't get butt hurt when I lol at you about it though.

I use tons of smokes for friends when they get damaged and try to pull back #naf11 ... :P
I also use them when I am badly damaged and some carrier wants to autobomb me. At that point it's easy for the skilled DBW since I can't move, but they deserve me than.

I feel like autobombers don't deserve to sink my ship and I'll do alot to prevend this. 

I love smoke users.

They make me look pro when I bomb and hit through their smokes.
