Means there are no simakaze ships left to buy, as team NF decided to restrict their
numbers. If you really want one bad, try asking around to buy one but be prepared to pay
over the normal shipyard price for it.

It means you are not able to buy ship. TNF decided many months (10+) ago that in
their opinion Shimakaze is overpowered. But after that they introduced new DDs with
freaking Z99s and DDX. And TNF dont see problem in this. Every nation can have
overpowered DD except IJN - I'm not counting Tsukikei because of it limited displ. and
BO bug for most of Veterans players. Simple.....
