I agree with you that it is a magnificent ship to use and will kill everything in its path with the 7" configuration (am not really sure about the Emerald with the 5.25 though, but heck, its a good ship regardless).
However, since we both kind of lost the question the thread starter asked (oops =/), we kind of ended up evaluating the Omaha on the whole rather than at-level in comparison with the DDX.
Perhaps I overstated my point on the Omaha's suckiness at-level or wasn't clear enough, but I agree with all the statements you made about its configurations. However, I still stand on my view that the DDX is better at-level compared to the Omaha. You are right in saying it has better FCS as well as better DP, but these two things are sort of spoiled by the fact that people these days fictory their ships to the frontline and not using the range advantage. The hitbox also counters with the DP advantage, plus the chances that a CV or any larger surface vessel will notice of you more easily than a DD.
