I wasnt aware that defending fleets suffered the penalty, I always understood that it only applied to the attacking fleet.

Yes it has, they did mention this in the patchnotes, I believe it was 2 weeks ago maybe a little longer now.

YA it has dd8, but people/fleets are just taking advantage of it now, cus it is so hard to try to attack certain harbors on our server. I think it is bugged every since they introduced the new harbors that work. I don't think you can punish the fleets that are attacking again, since it is not their fault and they are still paying 8 mil to declare etc.

AA tried to declare after the "patch" said penalty was removed.. but we were still under penalty... =(

There has never been a defending fleet penalty.. only penalty applies to unsuccessful attacks.

We also had a penalty for 2 weeks after we declared on MN the first week it was opened and bugged. In typical SDE style they never gave us our credits back for that bug and didnt do anything about removing the penalty for 2 weeks.

plz dont get me wrong im not complaining, I just noticed the fleet that attacked us sat has declared on another harbor already and wasnt aware the penalty was removed

im fine with it actually, kaiser hardly has any HA ready fleets so this helps kaiser out a bit :)

and yes rbonja I agree you should of had your penalty removed or at least given back your credits, I agree 100% 

the harbors are still very buggy and alot of crashing, I crashed 7 times last HA, Im happy to see the new harbors, but my god have they really screwed up the rest
