I don't get it. To make more BBs carry AA gun instead of HH/PHH, AAW experience gain + expert gain need to be increased. If any ship gets tons of exp by shooting a sub, all BBs would carry nuclear PHH instead of AA gun, and as a result SS will have no chance of survival in this game.
Also, it is already very hard for any subs (even lvl 105 SS6) to survive in this game, when DD/CL and even CV have crazy long sonar range, and every BB/CA/CV have 2000 binds of nuclear PHH with 10 sec reload.
DD/CL sonar range should be reduced. BB should not be allowed to carry HH at all, since no BB should have any ASW ability (it's the duty of DD CL CV SS to do ASW). Also ASW should encourage the use of depth charge (which requires skill) instead of nuclear PHH (no skill required and pay-to-win). About 99% ASW players these days don't know how to use depth charge at all.
