There maybe something lost in translation here. While I appreciate the endeavors of all involved in the sometimes thankless work that goes on with ship balance etc, the Bismark is by no means a brawler.
To say brawler, suggests that it can give and take punches in a slugging match. It may dish them, but it cannot take them and i dont think that I am being pedantic.

Bismarck 1943 is not a submarine.

It was decided very early that the triples would be allowed.  Obviously some speed variation was preferred but logistically impossible without affecting either the stock Bismarck and the event Gneisenau (duals) or the stock O Pro II and the event O Pro II (triples).

I'd suggest anyone claiming QE is a bugged ship try to use QE with at-level crew. Maybe you'll have a second thought.

QE is one of the smallest BBs in the old 4 nations, but not anymore when MN and RM came out.

QE has a near-BB3 range, true, but have you considered the typically horrible, horrible reload time of RN guns? Basically, when QE hits other ships once, other ships can hit QE twice.

Have you also considered the horrible, horrible spread of 15*2 MarkIII guns with at-level crew? If you class your gunners as Acc Huge Gunners, you may reach Acc cap at early lvl70s but you do realize the sacrifice on the reload time, right? Basically you wait 10+ seconds for the 2nd salvo. Very bugged? I highly doubt so. If you class your gunners as Rld Huge Gunners, ok you may reach reload cap earlier but have you thought about your spread?

I admit that putting lvl120 crew on QE would make QE a little bit overpowered, but you don't see that often. Plus, QE can never AW with either at-level crew or lvl120 crew, so it's very easily one-shot by other ships. On the other hand, top damage from QE's 15*2*4 is around 30k (and you need to be really, really lucky to reach that damage with one salvo), which means QE cannot one-shot any other BB. Last but not the least, QE runs 35 knt at top displacement, 37/39 (I cannot remember clearly) as SW, so it's really not that bugged. Even if someone wants to level up some new crew with the help of lvl120 gunner and engineers, he's more likely to use PBB Dunk than QE to be honest.

All in all, QE is still a balanced ship with at-level crew. 

 totally agree with this. having both bissy & H41, and the bissy is a terror, when she hits, ennemies are feeling their pain. but you have to play it in real KM style.
