Ive narrowed this thread down to the only class people have payed attention to, the Leone DD1.

DD1 Leone has 4x55 R Mounts, and 2X35 T mounts. the real life Leone class carried 4x2 4.7inch guns. Thats not possible ingame.

Edit: I suggest the 4.7"/27 OTO 1924 turret space requirement be changed from 61 to 50 so it can be mounted on the Leone as per historial fact.

Thats the ONLY change I suggest for the Leone.

One thing that might be okay would be to increase the Soldati I and II's Middle R slot to 73 or similar.  That would make it no different than the Navi.  Essentially it wouldn't do any more harm than what is out there already and make those ships a little bit more playable to people who have stayed away from them previously.
