A few levels? Are you sure you use the right engine?

If you run with 3 instead of 4 binds, you should be able to keep it at 42kn for a pretty long time. And for normal sized BB rooms, that's still plenty. (It's what it could carry before the BB34 patch)

Quite. With 250 vets engies, I could barely speedcap before the crew overweighted it, no AA if I remember well. I played the H39 partly AA-less due to having loaned my AA gunners to a friend that wanted to level a KM CV. Around lvl 100, I couldnt keep 42 anymore unless I started stripping binds and/or skeleton the crew. If I remember correctly, I first used the CV engine, as the BC one was too heavy, and the PS one not speedcapped yet, then switched to the PS one at later levels, once the weight on the CV one was becoming too much. Before going and argue about ship speedcap, please consider ALL speed I use suppose full crew, and full ammo. Otherwise, we will argue around for quite a bit, as no one has the same crew level, the same ammount of vets/expert on gunners/BO etc. (Monty can reach 47 knot at lvl 120. Yes. With 2 guns, 1 gunner 1 BO 1 scout 2-3 engies and 2 rep, or something like that) I could run some test tomorrow night on the 39 as its been a while, but I do remember it was impossible to hold 42 for a long time, and only running no AA, little bulge, and having awesome at level crew. At max I'd say lvl 100 I had to forget it. Anyway, running near-bulgeless H39 with SS4 around is suicide. I consider the most efficient setups to be at 24/40.

I'm pretty sure BB34AA raised the standard displacement of the H39, in order to speed nerf higher level crews.

H39 with speed of 23/31 is really really slow...(at least 35 OH at the level) You will become food for all kind of bbs from bb2-6.... .....especially bb2/3(mostly SpeedWhore with 4x plus knot) BB4-40knt BB5-39knt BB6-37knt.... Speed means life for KM...NO SPEED NO LIFE....... Are u using wrong engine or not enough enginneers to maximize the OH limit...? Normal setting for h39 is 4/5engineers+3/4reps BB engine (285 one)/BC engine(277)/PS-II engine If u get all correct but still with that 23/31 speed..., ur engineers are not good enough. (+11 eng at least, 100+ vet, 400+ expert, BVE for bonus) 1 thing to mention : never put deck armor for km bbs....you will lose displacement easily->>>speed decrease 0.2 belt(1ap def) would help u counter torps and only add armor until lose base 1knot

Not sure where your getting your normal speeds for BB2-6. Normal setup for an H39 typically includes AA as it is an extremely strong point for KM.

Using engineers of varying abilities/levels actually hurts your overall speed, as engineers are stacked on an average of ability. Your ship would likely be faster running just the level 80 and 76. Now to be clear, this is a bad idea, as you sacrafice OH time and drag your engineers even further apart. You really need to drop back down to a level 40 or so ship and bring up your suppports. Engineers should always be leveled as evenly as possible, and all supports you be relatively close to each other as you make your way through higher tier bbs. also looking at your setup, you are not using a scout either, which I can not begin to stress how important that is.
