Obviously the RU BB1 and UK Nelson should be coded as exceptions.
While its funny watching a player with no scout begging for sight, its sad and is leaching in my opinion.
I would also support BB's being required to run a scout.

It'd be nice, but if a player doesn't use scouts, he will load them just to don't get the penalty, and won't launch it in game, wich is, at the end, the same problem...

Not so much, because alot of players don't put one on to level other crew, which is selfish.

I didn't think of that, it's true... Anyways, I don't know if exp penalty is the right thing to do... as much as I (and I guess 90% of the players) don't like it, people should be able to set up their ship as they want. For example, to lvl certain sailors, I sacrifice most of the main crew of my L2, I can't play as well as other L2s, and if you think about it that way, it's bad for my team...

Yet, it is only indirectly affecting them via your performance. Lack of a scout is directly affecting the whole teams vision. To be quite honest, there is no excuse for not running a scout on a BB when it can run one in a shared exp mode.

meanwhile in other news, i kinda like the idea but it should only apply to BB/4/5/6 and maybe BB3 as crew slots lower down are limited and at one point my french scout was 6 or 7 levels ahead of the rest of the supports as thats the 1 crew member i left on all the time and comming up both BB lines put it ahead, i now do rotate it but not as often as other crew and i make sure that if its a scoutless battle i never moan about vision, as its partly my fault.

+1 BB1-3 should be exceptions to this. The difference between their sight range and the range of their guns is a lot less. Also, they are pretty darn weak, so if they are leeching a little to get that extra hit or two in I'm ok with that.

I disagree, it is vitally important that they have scouts; To support their capital ships who are engaging, and to counter rush enemy ships that are engaged.
