Yeah: boot in Safe mode. For my computer, it was F8 when Windows was starting up IIRC. My other computer was F2, followed by Tab at the next menu. Read the menus during startup and look for Setup or Boot Options.
Once in Safe Mode, you can try running programs like MalwareBytes and SpyBot Search and Destroy (previously mentioned). You may have to enable Networking with Safe Mode if you cannot download these onto a thumb drive from another computer.
If all that fails, you should be able to do a system restore from Safe Mode.
